Life Support Concession

The Life Support Concession is provided by the Department of Health and Human Services (DHHS) to assist customers who require the use of specific life support machines in their home. The concession provides a discount that is equivalent to 1880kw/h of electricity per year for eligible machines.

Eligibility

The concession is available for customers who have one of the following machines in their home:

  • Oxygen Concentrators
  • Haemodialysis Machines
  • Intermittent Peritoneal Dialysis Machines

In addition to the above, the electricity account holder must also have a valid concession card. Valid concession cards include:

  • Pensioner Concession Cards issued by Centrelink or the Department of Veterans' Affairs
  • Health Care Cards issued by Centrelink
  • Department of Veterans' Affairs Gold Repatriation Health Cards

Health Care cards in the name of a child are ineligible for this concession.

The concession is only applicable for your principal place of residence and your account must be listed as residential on a residential tariff structure.

What do I need to do?

If you have either a life support machine that is eligible for concession or any other type of machine prescribed by a doctor for life support purposes:

Medical Cooling Concession:

The Medical Cooling Concession is provided by the Department of Health and Human Services for electricity usage between 1 November and 30 April (inclusive) each year. It provides a 17.5% discount on electricity bills during this period. A customer eligible for the Medical Cooling Concession will also receive the Annual Electricity Concession.

Eligibility

To be eligible for the concession a customer must hold a valid concession card and have a medical condition which qualifies as determined by the Department of Health and Human Services (DHHS). Valid concession cards include:

  • Pensioner Concession Cards issued by Centrelink or the Department of Veterans' Affairs
  • Health Care Cards issued by Centrelink
  • Department of Veterans' Affairs Gold Repatriation Health Cards

Health Care cards in the name of a child are ineligible for this concession.
Examples of qualifying medical conditions include:

  • Multiple Sclerosis
  • Lymphoedema

Service to Property Charge Concession:

The Service to Property Charge Concession is designed to assist customers who have low electricity usage at their property. In instances where the Service to Property Charge (identified on Momentum Energy bill as the Daily Charge) is higher than charges for the electricity consumed at the property, customers eligible will receive a concession amount equal to the difference between the two.

Eligibility

To be eligible for the concession a customer must hold a valid concession card. Valid concession cards include:

  • Pensioner Concession Cards issued by Centrelink or the Department of Veterans' Affairs
  • Health Care Cards issued by Centrelink

Controlled Load Electricity Concession:

The Controlled Load Electricity Concession provides a 13% reduction on controlled load electricity charges for eligible cardholders who are charged an controlled load tariff for separately metered slab heating or hot water. Please note this concession does not apply to customers who have off peak tariffs based on time of use only. The concession is applied at all times throughout the year.

Eligibility

To be eligible for the concession a customer must hold a valid concession card. Valid concession cards include:

  • Pensioner Concession Cards issued by Centrelink or the Department of Veterans' Affairs
  • Health Care Cards issued by Centrelink

Annual Electricity Concession:

The Annual Electricity Concession is a year-round reduction on eligible customer’s electricity bills. From 1 July 2012, the Victorian Government reduced this concession due to the implementation of compensation that low income households receive through the implementation of the Carbon Tax through the Commonwealth Clean Energy Future Household Assistance Package. As a consequence, the Annual Electricity Concession will not be applied to $171.60 of a concession holder’s annual electricity bill (equivalent to 8.23 cents per day). Customers eligible for the concession will therefore receive a 17.5% reduction on their bill, less 8.23 c/day for the number of days in the billing period.

Eligibility

To be eligible for the concession a customer must hold a valid concession card. Valid concession cards include:

  • Pensioner Concession Cards issued by Centrelink or the Department of Veterans' Affairs
  • Health Care Cards issued by Centrelink
  • Department of Veterans' Affairs Gold Repatriation Health Cards

Excess Energy Concession:

The Excess Energy Concession was introduced by the Victorian Government in December 2013 to address fraud and misuse of the Annual Electricity Concession and Winter Gas Concession. The changes are designed to ensure that those concessions are better targeted to residential customers that need the most assistance.

Eligibility

Customers who are eligible for the Annual Energy Concession on their electricity bills and gas bills may be eligible for the Excess Energy Concession. Where a customer exceeds the trigger level amount, they will need to apply for the Excess Energy Concession to continue to receive:

  • The 17.5 per cent concession on electricity consumed above the trigger level amount. The trigger level amount is set at $412.36 (excluding GST) for the Annual Electricity Concession and is an annual amount.
  • The 17.5 per cent concession on gas consumed above the trigger level amount. The trigger level amount is set at $222.73 (excluding GST) of the Winter Gas Concession and is an annual amount.

Application

Momentum Energy will identify you need to apply for the Excess Energy Concession and will send you an Application form. Eligible cardholders will need to submit the completed Application to the Department of Human Services. The Department will check your Eligibility and advise Momentum Energy, who will then calculate the Excess Electricity Concession and apply this to your energy bill.

Customers receiving the Life Support Concession or the Medical Cooling Concession will not be required to apply for the Excess Energy Concession. They will automatically receive the Concession when they reach the trigger level amount.

Transfer Fee Waiver Concession:

The Transfer Fee Waiver Concession is designed to waive the fee normally payable by a customer when eligible cardholders move property.

Eligibility

To be eligible for the concession a customer must hold a valid concession card. Valid concession cards include:

  • Pensioner Concession Cards issued by Centrelink or the Department of Veterans' Affairs
  • Health Care Cards issued by Centrelink
  • Department of Veterans' Affairs Gold Repatriation Health Cards

Utility Relief Grant Scheme (URGS)

The Utility Relief Grant Scheme provides assistance to customers who do not have the capacity to pay their current electricity bill due to a sudden or temporary financial crisis. These customers are at risk of disconnection of supply due to non-payment.
A customer may only apply through the scheme once every 2 years for their electricity account.

Eligibility

To be eligible for the concession a customer must hold a valid concession card or be registered within Momentum’s hardship program. Valid concession cards include:

  • Pensioner Concession Cards issued by Centrelink or the Department of Veterans' Affairs
  • Health Care Cards issued by Centrelink
  • Department of Veterans' Affairs Gold Repatriation Health Cards

Health Care cards in the name of a child are ineligible for this concession.

In addition to the above, it must be demonstrated that the difficulty is unexpected and has resulted in being unable to pay your electricity bill without assistance. Further, the account must be at risk of non-supply and at least one of the following conditions need to be met:

  • A significant increase in usage
  • A recent decrease in income (e.g. due to loss of employment)
  • High unexpected expenses on essential items
  • The cost of shelter is more than 30 per cent of the household income
  • The cost of utility usage is more than 10 per cent of the household income

Winter Gas Concession

The Winter Gas Concession is a reduction on eligible customer’s gas bills which applies for the period 1 May to 31 October each year. From 1 July 2012, the Victorian Government reduced this concession due to the implementation of compensation that low income households receive through the implementation of the Carbon Tax through the Commonwealth Clean Energy Future Household Assistance Package. As a consequence, the Winter Gas Concession will not be applied to $62.40 of a concession holder’s winter gas bill (equivalent to 5.93 cents per day). Customers eligible for the concession will therefore receive a 17.5% reduction on their bill, less 5.93 c/day for the number of days in the billing period.

To be eligible for the concession a customer must hold a valid concession card. Valid concession cards include:

  • Pensioner Concession Cards issued by Centrelink or the Department of Veterans' Affairs

To be eligible for the concession a customer must hold a valid concession card. Valid concession cards include:

  • Pensioner Concession Cards issued by the Department of Human Services or the Department of Veterans' Affairs
  • Health Care Cards issued by Department of Human Services
  • A Department of Veterans' Affairs Card marked as being either:
    • War widow or War Widower Pension; or
    • Totally and Permanently Incapacitated; or
    • Disability Pension

The rebate is only available for customers whose name appears on the electricity account and to the primary place of residence.

Life Support Rebate

The Life Support Rebate is provided to assist customers who require the use of specific life support machines in their home. The rebate provides a discount that varies depending on the type of machine required for life support purposes

Medical Energy Rebate

The Medical Energy Rebate is designed to assist people who have an inability to self-regulate body temperature due to particular medical conditions (such as Multiple Sclerosis or Peripheral Vascular Disease). A $285 per annum rebate will apply for eligible customers on their electricity bill, calculated at a daily rate. The amount of concession applied to each bill will vary according to the number of days within the billing period.

Eligibility

To be eligible for the Medical Energy Rebate, either the account holder or someone residing at the premises must have an inability to self-regulate body temperature. The account holder must also hold one of the following concession cards:

  • Pensioner Concession Card issued by the DHS/DVA
  • DHS Health Care Card
  • DVA Gold Card

Family Energy Rebate

The Family Energy Rebate was introduced by the NSW government in 2012 to assist family households pay their electricity bills. In 2017-18, the Family Energy Rebate will provide eligible households with a $180 credit on their electricity bill.

Eligibility

To be eligible for the Family Energy Rebate, the applicant must be a NSW resident who is eligible for the Federal Government Family Tax Benefit A or B at some point during the 2017-2018 financial year, and have received a payment relating to that benefit. In addition, the rebate only applies for customers whose name appears on the electricity account and is for the principal place of residence.

Application:

To apply for the rebate, an Application form must be completed and sent to the NSW Department of Trade and Investment. This form can be completed either online or alternatively a paper form can be submitted. Seniors Energy Rebate

The Senior Energy Rebate is an electricity program provided by NSW Government effective from 1 July 2019. Customers who hold a Commonwealth Seniors Card will receive a $200 rebate deposited into the applicants bank account by Service NSW from 1 October 2019.

Eligibility

To be eligible for the Senior Energy rebate, customers must:

  • Hold a Commonwealth Seniors Health Card
    • The name on the concession card must match the name of the account holder on the energy account
    • Only one rebate will be paid per household, for the principal place of residence
  • Provide the following information to Service NSW:
    • National Metering Identifier Number
    • Commonwealth Seniors Health Card number and expiry
    • Retailer name (Momentum Energy)
    • An email address

Commonwealth Seniors Card eligibility status will be checked as at the date of an application being received.

Application

From 1 July 2019, you can apply online either via service.nsw.gov.au, or at an online kiosk at Service NSW Centre. You can also call Service NSW on 13 77 88 to book an appointment.

The electricity account holder will receive a rebate of $200 as a lump sum to their nominated bank account. Rebates can’t be back paid or backdated to a prior financial year from when the application is made.

Energy Rebate

Eligible Queensland residential customers can receive a rebate of 329.96 per year (GST inclusive) on the cost of their energy and is applied to their bill as a daily credit.

Eligibility

Rebates are available to people who have any of the below:

  • Pensioner Concession Card
  • Department of Veterans' Affairs Gold Card (and receive the War Widow/er Pension or special rate TPI Pension)
  • Queensland Seniors Card
  • Commonwealth Health Care Card (Electricity Rebate only)
  • Asylum seeker status (residents will need to provide their ImmiCard details) (Electricity Rebate only)

Note: Eligible Commonwealth Health Care Card holders and asylum seekers may receive payments back-dated to 1 January 2017. Contact 13 QGOV (13 74 68) for more information.

To be eligible, the card holder must also live alone or share their principal place of residence with (only) any of the below:

  • their spouse
  • other people who hold a Pensioner Concession Card or Queensland Seniors Card
  • other people wholly dependent on them
  • other people who receive an income support payment from Centrelink, the Family Assistance Office, or the Department of Veterans' Affairs and who do not pay rent
  • other people who live with the card holder to provide care and assistance, and who do not pay rent

Electricity Life Support

The concession will provide up to a $249.33 (GST incl) reduction on electricity bills per annum, calculated at a daily rate. The concession amount provided per bill will vary depending on the number of days in the billing period.

To be eligible for the South Australian Energy concession, you must either have an eligible concession card or receive an eligible Centrelink payment. Eligible cards for the concession are:

  • Department of Veterans' Affairs Gold Card labelled as Totally and Permanently Incapacitated (TPI), War Widow or Extreme Disablement Adjustment (EDA)

Emergency Financial Aid

Medical heating and cooling concession

The medical heating and cooling concession has been implemented to assist fixed or low income South Australians who require frequent ongoing use of heating or cooling appliances in their homes, to prevent the worsening of their existing condition. The concession provides $249.33 (GST incl) per annum in addition to the Energy Concession. This concession is calculated at a daily rate, and the amount of concession on each bill will vary according to the billing period.

Eligibility

To be eligible for the concession, applicants must have a medical condition (or be the parent or guardian of someone with a medical condition) that is severely worsened by extremes in temperature. In addition, the applicant must hold either a valid concession card or receive a valid Centrelink payment. Eligible cards for the concession are:

If you have either a life support machine that is eligible for concession or any other type of machine prescribed by a doctor for life support purposes:

  1. Contact Momentum Energy to register your life support requirement on 1300 662 778. We will send you an information letter and a Medical Confirmation form.

  2. Please:
    • Complete the Medical Confirmation form (it can also be downloaded here).
    • Have it certified by your medical practitioner.
    • Return it to us within 15 days of receiving the form via one of the following channels:

Medical Cooling Concession

The Medical Cooling Concession provides a daily discount to eligible customers who have, or who live with a person who has, a medical condition that requires the cooling or heating of the customer's principal place of residence in order to manage that medical condition.

To apply for this concession, eligible customers need to complete the Medical Cooling or Heating Concession Application Form and have it certified by their medical practitioner before submitting it to us via one of the following channels below.
