Life Support Concession

The Life Support Concession is provided by the Department of Health and Human Services (DHHS) to assist customers who require the use of specific life support machines in their home. The concession provides a discount that is equivalent to 1880kw/h of electricity per year for eligible machines.


Eligibility

The concession is available for customers who have one of the following machines in their home:

  • Oxygen Concentrators
  • Haemodialysis Machines
  • Intermittent Peritoneal Dialysis Machines

In addition to the above, the electricity account holder must also have a valid concession card. Valid concession cards include:

  • Pensioner Concession Cards issued by Centrelink or the Department of Veterans' Affairs
  • Health Care Cards issued by Centrelink
  • Department of Veterans' Affairs Gold Repatriation Health Cards

Health Care cards in the name of a child are ineligible for this concession.

The concession is only applicable for your principal place of residence and your account must be listed as residential on a residential tariff structure.


What do I need to do?

If you have either a life support machine that is eligible for concession or any other type of machine prescribed by a doctor for life support purposes:

  1. Contact Momentum Energy to register your life support requirement on 1300 662 778. We will send you an information letter and a Medical Confirmation form.
  2. Please:
    • Complete the Medical Confirmation form.
    • Have it certified by your medical practitioner.
    • Return it to us within 15 days of receiving the form using any of the addresses below:

Medical Cooling Concession:

The Medical Cooling Concession is provided by the Department of Health and Human Services for electricity usage between 1 November and 30 April (inclusive) each year. It provides a 17.5% discount on electricity bills during this period. A customer eligible for the Medical Cooling Concession will also receive the Annual Electricity Concession.


Eligibility

To be eligible for the concession a customer must hold a valid concession card and have a medical condition which qualifies as determined by the Department of Health and Human Services (DHHS). Valid concession cards include:

  • Pensioner Concession Cards issued by Centrelink or the Department of Veterans' Affairs
  • Health Care Cards issued by Centrelink
  • Department of Veterans' Affairs Gold Repatriation Health Cards

Health Care cards in the name of a child are ineligible for this concession.


Examples of qualifying medical conditions include:

  • Multiple Sclerosis
  • Lymphoedema
  • Parkinson’s Disease
  • Fibromyalgia
  • Motor Neurone Disease
  • Post-Polio Syndrome
  • Poliomyelitis
  • Scleroderma
  • Systemic Lupus Erythematosus (SLE)

The concession is only applicable for your principal place of residence and your account must be listed as residential on a residential tariff structure.

To apply for this concession, eligible customers need to complete the Application Form and have it certified by their medical practitioner before submitting it to us.

Service to Property Charge Concession:

The Service to Property Charge Concession is designed to assist customers who have low electricity usage at their property. In instances where the Service to Property Charge (identified on Momentum Energy bill as the Daily Charge) is higher than charges for the electricity consumed at the property, customers eligible will receive a concession amount equal to the difference between the two.


Eligibility

To be eligible for the concession a customer must hold a valid concession card. Valid concession cards include:

  • Pensioner Concession Cards issued by Centrelink or the Department of Veterans' Affairs
  • Health Care Cards issued by Centrelink
  • Department of Veterans' Affairs Gold Repatriation Health Cards

Health Care cards in the name of a child are ineligible for this concession. The concession is only applicable for your principal place of residence and your account must be listed as residential on a residential tariff structure.

Controlled Load Electricity Concession:

The Controlled Load Electricity Concession provides a 13% reduction on controlled load electricity charges for eligible cardholders who are charged an controlled load tariff for separately metered slab heating or hot water. Please note this concession does not apply to customers who have off peak tariffs based on time of use only. The concession is applied at all times throughout the year.


Eligibility

To be eligible for the concession a customer must hold a valid concession card. Valid concession cards include:

  • Pensioner Concession Cards issued by Centrelink or the Department of Veterans' Affairs
  • Health Care Cards issued by Centrelink
  • Department of Veterans' Affairs Gold Repatriation Health Cards

Annual Electricity Concession:

The Annual Electricity Concession is a year-round reduction on eligible customer’s electricity bills. From 1 July 2012, the Victorian Government reduced this concession due to the implementation of compensation that low income households receive through the implementation of the Carbon Tax through the Commonwealth Clean Energy Future Household Assistance Package. As a consequence, the Annual Electricity Concession will not be applied to $171.60 of a concession holder’s annual electricity bill (equivalent to 8.23 cents per day). Customers eligible for the concession will therefore receive a 17.5% reduction on their bill, less 8.23 c/day for the number of days in the billing period.


Eligibility

To be eligible for the concession a customer must hold a valid concession card. Valid concession cards include:

  • Pensioner Concession Cards issued by Centrelink or the Department of Veterans' Affairs
  • Health Care Cards issued by Centrelink
  • Department of Veterans' Affairs Gold Repatriation Health Cards

Excess Energy Concession:

The Excess Energy Concession was introduced by the Victorian Government in December 2013 to address fraud and misuse of the Annual Electricity Concession and Winter Gas Concession. The changes are designed to ensure that those concessions are better targeted to residential customers that need the most assistance.


Eligibility

Customers who are eligible for the Annual Energy Concession on their electricity bills and gas bills may be eligible for the Excess Energy Concession. Where a customer exceeds the trigger level amount, they will need to apply for the Excess Energy Concession to continue to receive:

  • The 17.5 per cent concession on electricity consumed above the trigger level amount. The trigger level amount is set at $412.36 (excluding GST) for the Annual Electricity Concession and is an annual amount.
  • The 17.5 per cent concession on gas consumed above the trigger level amount. The trigger level amount is set at $222.73 (excluding GST) of the Winter Gas Concession and is an annual amount.

Application

Momentum Energy will identify you need to apply for the Excess Energy Concession and will send you an Application form. Eligible cardholders will need to submit the completed Application to the Services Australia. The Department will check your Eligibility and advise Momentum Energy, who will then calculate the Excess Electricity Concession and apply this to your energy bill.

Customers receiving the Life Support Concession or the Medical Cooling Concession will not be required to apply for the Excess Energy Concession. They will automatically receive the Concession when they reach the trigger level amount.



Transfer Fee Waiver Concession:

The Transfer Fee Waiver Concession is designed to waive the fee normally payable by a customer when eligible cardholders move property.


Eligibility

To be eligible for the concession a customer must hold a valid concession card. Valid concession cards include:

  • Pensioner Concession Cards issued by Centrelink or the Department of Veterans' Affairs
  • Health Care Cards issued by Centrelink
  • Department of Veterans' Affairs Gold Repatriation Health Cards

Health Care cards in the name of a child are ineligible for this concession. The concession is only applicable for your principal place of residence and your account must be listed as residential on a residential tariff structure.

Utility Relief Grant Scheme (URGS)

The Utility Relief Grant Scheme provides assistance to customers who do not have the capacity to pay their current electricity bill due to a sudden or temporary financial crisis. These customers are at risk of disconnection of supply due to non-payment.
A customer may only apply through the scheme once every 2 years for their electricity account.


Eligibility

To be eligible for the concession a customer must hold a valid concession card or be registered within Momentum’s hardship program. Valid concession cards include:

  • Pensioner Concession Cards issued by Centrelink or the Department of Veterans' Affairs
  • Health Care Cards issued by Centrelink
  • Department of Veterans' Affairs Gold Repatriation Health Cards

Health Care cards in the name of a child are ineligible for this concession.


In addition to the above, it must be demonstrated that the difficulty is unexpected and has resulted in being unable to pay your electricity bill without assistance. Further, the account must be at risk of non-supply and at least one of the following conditions need to be met:

  • A significant increase in usage
  • A recent decrease in income (e.g. due to loss of employment)
  • High unexpected expenses on essential items
  • The cost of shelter is more than 30 per cent of the household income
  • The cost of utility usage is more than 10 per cent of the household income

Winter Gas Concession

The Winter Gas Concession is a reduction on eligible customer’s gas bills which applies for the period 1 May to 31 October each year. From 1 July 2012, the Victorian Government reduced this concession due to the implementation of compensation that low income households receive through the implementation of the Carbon Tax through the Commonwealth Clean Energy Future Household Assistance Package. As a consequence, the Winter Gas Concession will not be applied to $62.40 of a concession holder’s winter gas bill (equivalent to 5.93 cents per day). Customers eligible for the concession will therefore receive a 17.5% reduction on their bill, less 5.93 c/day for the number of days in the billing period.


Eligibility

To be eligible for the concession a customer must hold a valid concession card. Valid concession cards include:

  • Pensioner Concession Cards issued by Centrelink or the Department of Veterans' Affairs
  • Health Care Cards issued by Centrelink
  • Department of Veterans' Affairs Gold Repatriation Health Cards

You must be a NSW resident and the primary account holder must hold a valid concession card. The concession can only be applied to the primary place of residence. The valid concession cards are:

  • Pensioner Concession Cards issued by the Services Australia or the Department of Veterans' Affairs
  • Health Care Card issued by the Services Australia
  • A Department of Veterans' Affairs Gold Card marked as being either:

    • War Widow or War Widower Pension; or
    • Totally and Permanently Incapacitated (TPI); or
    • Disability Pension (EDA)

    Life Support Rebate

    The Life Support Rebate is designed to help customers who need, or have someone living with them who needs, an approved life support machine in their home to cover the costs of their energy bill. The rebate amount varies depending on the type of machine.

    Eligibility

    The rebate is available for customers who are a NSW resident and who have one of these machines in their home:

    • Power wheelchairs for quadriplegics
    • Positive Airways Pressure (PAP) device
    • Enteral Feeding Pump
    • Phototherapy equipment
    • Home Dialysis
    • Ventilators (does not include nebulizers, humidifiers or vaporizers)
    • Oxygen concentrators
    • Total Parenteral Nutrition (TPN) pump
    • External heart pump

    Customers will need to have been assessed by a registered medical practitioner to verify the use of the approved life support equipment is required at their principal place of residence.

    The rebate is only applicable for a principal place of residence where approved life support equipment is used by the primary account holder or another person who lives at the address.

    You’ll need to re-apply for this rebate every two years as stipulated on the form.

    Family Energy Rebate

    The Family Energy Rebate helps family households with dependent children to cover the cost of their electricity bills.

    Eligibility

    You must be a NSW resident who’s received the Federal Government Family Tax Benefit (FTB) A or B for the previous financial year, and have had your entitlement to the FTB payments finalised by Centrelink. Also, the rebate only applies to the customer whose name appears on the electricity account and the account must be for their principal place of residence.

    Application:

    Government Schemes for Payment Assistance

    The social programs for energy (in addition to the rebates) also includes the Energy Accounts Payment Assistance Scheme (EAPA). It is a program for energy bills payment assistance and is designed to assist residential customers who are experiencing difficulty in paying their energy bill as a result of a crisis or emergency situation.

    Seniors Energy Rebate

    The Senior Energy Rebate is available to independent retirees who hold a Commonwealth Seniors Health Card.

    Eligibility

    To be eligible, you must:

    • Be a NSW resident
      • The name on the concession card must match the name of the primary account holder on the electricity account
      • The electricity account must be for your principal place of residence
    • Provide the following information to Service NSW:
      • National Metering Identifier (NMI) Number (this can be found on your electricity bill)
      • Commonwealth Seniors Health Card number and expiry date
      • Retailer name (Momentum Energy)

    Commonwealth Seniors Health Card eligibility status will be checked as at the date of an application being received. A lump sum payment will be paid directly into the customer’s nominated bank account by the NSW Government.

Energy Rebate

Eligible Queensland residential customers can receive a rebate on the cost of their energy which is applied to their bill as a daily rebate per billing day.


Eligibility

Rebates are available to people who have any of the below:

  • Pensioner Concession Card
  • Department of Veterans' Affairs Gold Card
  • Department of Veterans’ Affairs Pensioners Card (and receive the War Widow/er Pension or special rate TPI Pension)
  • Queensland Seniors Card
  • Commonwealth Health Care Card (Electricity Rebate only)
  • Asylum seeker status (residents will need to provide their ImmiCard details) (Electricity Rebate only)

To be eligible, the card holder must be the electricity account holder and also live alone or share their principal place of residence with (only) any of the below:

  • their spouse
  • other people who hold a Pensioner Concession Card or Queensland Seniors Card
  • other people wholly dependent on them
  • other people who receive an income support payment from Centrelink, the Family Assistance Office, or the Department of Veterans' Affairs and who do not pay rent
  • other people who live with the card holder to provide care and assistance, and who do not pay rent

Applicants must also declare that no other persons except casual visitors share the residence with them. Full Eligibility details for the rebate are provided on the Electricity Concession Application form. Please return the completed form to Momentum for concession to be applied

Medical Cooling and Heating Electricity Concession Scheme

Electricity Life Support

The Electricity Life Support Concession Scheme provides financial assistance to seriously ill people who use home-based life support systems (oxygen concentrators or kidney dialysis machines) provided they have been medically assessed in accordance with the Eligibility criteria determined by Queensland Health.

In QLD, the rebate for Life Support is managed by Department of Communities, Disability Services and Seniors.

Register for Life Support protection on your account

If you or someone living with you have either a life support machine or any other type of machine prescribed by a doctor for life support purposes (whether eligible for concession or not):

  1. Contact Momentum Energy to register your life support requirement on 1300 662 778. We will send you an information letter and a Medical Confirmation form.
  2. Please:
    • Complete the Medical Confirmation form.
    • Have it certified by your medical practitioner.
    • Return it to us by the date specified on the form by:

Home Energy Emergency Assistance Scheme

This scheme helps low-income households who are facing a short-term financial crisis or an unforeseen emergency to pay their current electricity or natural gas bill. The scheme is managed directly by the Queensland Government.


Are you eligible?

The Home Energy Emergency Assistance Scheme (HEEAS) is a one-off payment and households can only receive HEEAS once every two years.

To receive this help, you must be financially responsible for paying the energy bill in your household and:

  • hold a current concession card (Health Care Card / Pensioner Card / DVA Gold Card) or
  • be part of our hardship program or have set up an active payment plan with us, or
  • have an annual combined income of equal to or less than the Australian Government’s maximum income rate for part-age pensioners; contact Centrelink for details of the maximum income rate

You must also have experienced:

  • a substantial decrease in your household income (e.g. loss of employment, family separation, illness, injury or disability) or
  • high unexpected expenses on essential items

To apply for the Home Energy Emergency Assistance Scheme

  1. Contact Momentum Energy so we can start the application process after considering whether you may meet all the eligibility criteria.
  2. If we consider you may meet the eligibility criteria set by the QLD Government, we will ask Smart Service Queensland to generate an application number and due date for your HEEAS application form.
  3. We’ll send you the partly filled HEEAS application form.
  4. Complete the rest of the details on the HEEAS application form (and return it within 21 days of receiving the application from us) to Smart Service Queensland

Energy bill concession

To assist South Australian customers with the cost of electricity bills, a State Government concession is available for eligible customers on low or fixed incomes. The concession amount provided per bill will vary depending on the number of days in the billing period. Visit Energy bill concessions to find out more.

Eligibility

To be eligible for the South Australian Energy concession, you must either have an eligible concession card or receive an eligible Centrelink payment. Eligible cards for the concession are:

  • Pensioner Concession Card
  • Department of Veterans' Affairs Gold Card labelled as Totally and Permanently Incapacitated (TPI), War Widow or Extreme Disablement Adjustment (EDA)
  • DVA Gold Card with 80 or more overall impairment points under the Military Rehabilitation and Compensation Act 2004 
  • Low Income Health Card
  • Commonwealth Seniors Health Care Card

Eligible Centrelink payments are:

  • Jobseeker payment
  • Widow allowance
  • Youth allowance
  • Partner allowance
  • Parenting Payment 
  • Special benefit
  • Community Development Employment Project (CDEP)
  • New Enterprise Incentive Scheme (NEIS)
  • ABSTUDY
  • Austudy
  • Farm Household Allowance
  • War widow pension under legislation of the United Kingdom or New Zealand

In addition to the above, you must not be living with anyone who has an income of more than $3,000 per year unless that person receives an allowance from Centrelink or Department of Veterans' Affairs, or they are your spouse, domestic partner or dependent. The concession is only applicable for your primary place of residence and your name must be on the electricity bill.

Application

In South Australia, all concessions are administered by ConcessionsSA. To apply, please complete an application form and submit it to ConcessionsSA for processing.

Emergency Electricity Payment Scheme

Customers experiencing payment difficulty may be able to receive additional assistance from ConcessionsSA. To discuss these schemes please contact a financial counsellor to discuss the options that best suit you, and more information can be found on the South Australian Government’s Financial Aid page.



Medical heating and cooling concession

The medical heating and cooling concession has been implemented to assist fixed or low income South Australians who have a clinically verified medical condition which requires frequent use of heating or cooling appliances in their homes to prevent the worsening of their existing condition. The concession provides a set amount per annum in addition to the Energy Concession. The amount of concession on each bill will vary according to the billing period. Eligibility

To be eligible for the concession, applicants must have a medical condition (or be the parent or guardian of someone with a medical condition) that requires heating or cooling to prevent severe worsening of their condition.

The applicant must:

  • Live at the address on the application form
  • Provide certification from their medical specialist or general practitioner that the medical condition is severely worsened by hot or cold weather
  • Use an air conditioning unit at that address to meet their medical heating and cooling requirements
  • Be financially responsible for the full or part payment of the energy bill

In addition, the applicant must hold either a valid concession card or receive a valid Centrelink payment. Eligible concession cards are:

  • Pensioner Concession Card

Tasmania Concession Information

There are three types of concession available to electricity customers in Tasmania.

Annual Electricity Concession
Life Support Concession

Annual Electricity Concession

The Annual Electricity Concession provides a daily discount to eligible customers as a cents per day rate.

  • DHS or DVA Pensioner Concession Card
  • DHS Health Care Card
  • ImmiCard (Bridging Visa E)
  • Tasmanian Concession Card (issued by Department of Communities Tasmania)

Life Support Concession

The Life Support Concession provides a daily discount to eligible customers who use an approved life support system or who live with someone who uses such a system in their principal place of residence.

The approved devices are:

  • Oxygen concentrator
  • Peritoneal dialysis machine
  • Haemo-dialysis machine
  • Chronic positive pressure and airways regulator
  • Continuous positive airways pressure machine
  • Respirator (iron lung)
  • Combination oxygen concentrator and chronic positive pressure and airways regulator
  • Phototherapy machine
  • Left ventricular assist device

What do I need to do?

If you have either a life support machine that is eligible for concession or any other type of machine prescribed by a doctor for life support purposes:

  1. Contact Momentum Energy to register your life support requirement on 1300 662 778. We will send you an information letter and a Medical Confirmation form.

  2. Please:
    • Complete the Medical Confirmation form (it can also be downloaded here).
    • Have it certified by your medical practitioner.
    • Return it to us within 15 days of receiving the form via one of the following channels:

Medical Cooling Concession

The Medical Cooling Concession provides a daily discount to eligible customers who have, or who live with a person who has, a medical condition that requires the cooling or heating of the customer's principal place of residence in order to manage that medical condition.
